Understanding Pet Housing Laws 

What do our courts and lawmakers tell us about housing laws when it comes to people and their animal companions? How much do rights change for service dogs, and people who rely on emotional support animals?

Property owners, landlords, and resident managers often feel bound by a confusing regulatory framework. The differently-abled with assistance dogs experience safety threats and the disbelief of neighbors from an ever-increasing number of pets presented as service dogs. Meanwhile, comfort animals see the most recent changes in the law.  

This Community Pet Conversation explores real-world options for every member in our community: assistance dog handlers, emotional support animals, tenants, and landlords. It will explain the basics of animal housing law and provide practical tips to resolve disputes.

About the Speaker:

Cheryl Nolan Esq. is a native of San Diego and the owner of Nolan Animal Law, a boutique animal law firm providing legal guidance, education, and representation for individuals, businesses, and non-profit organizations that require a unique perspective on the legal system concerning animals.

What sets Ms. Nolan apart is her exposure through her mother’s dog obedience training business, Tijera Dog School, which started when Ms. Nolan was four years old. Ms. Nolan would join her mother at Saturday morning classes and help teach students. She joined her mother’s teen volunteer group to train and exercise dogs at the San Diego County Animal Shelter on Gaines Street. She frequently showed dogs in Junior Showmanship and Breed and AKC sanctioned shows, where she learned essential skills of good sportsmanship. At 12, she spent her entire summer break working alongside a local veterinarian.

Ms. Nolan obtained her Bachelor’s Degree from San Diego State University and her Juris Doctor from the J. Reuben Clark School of Law, Brigham Young University. She is a member of the San Diego Humane Society Advocacy Committee, the ABA Tort Trial and Insurance Practice Section Animal Law Committee, and is the Chair of the San Diego County Bar Association Animal Law Section.  

Ms. Nolan lives in San Diego, with her two rescue dogs: Nalu, an 11-year old Papillion, and Nemo, a 10-year old Chihuahua.
